New online tool maps global readiness for Article 6 carbon markets in 141 countries
The Climate Action Center of Excellence (CACE), in partnership with Emsurge, today announced the beta launch of the A6 Tracker, a powerful new platform that evaluates and maps country readiness and Nationally Determined Contributions (NDCs) alignment for participation in carbon markets under Article 6 of the Paris Agreement.
The A6 Tracker covers all 141 countries on the OECD/DAC list of ODA-eligible nations, offering a comprehensive snapshot of carbon market readiness across the developing world. As the world’s first country-by-country readiness tool, it brings transparency, consistency, and confidence to a rapidly evolving space. The A6 Tracker enables governments, project developers, buyers, and investors to assess the feasibility of participating in high-integrity climate cooperation under Article 6 of the Paris Agreement and the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). By strengthening trust in carbon markets, it helps unlock climate finance at scale.
“The A6 Tracker reflects GORD and CACE’s shared mission to accelerate global cooperation through credible climate action,” said Dr. Yousef Alhorr, Founding Chairman of the Gulf Organisation for Research and Development (GORD), which created and hosts CACE. “This platform helps both buyers and host countries make informed decisions, creating a trusted and transparent ecosystem for mitigation outcomes.”
The A6 Tracker evaluates countries on more than 40 regulatory, institutional, and technical indicators, including the presence of national frameworks, issuance of compliant Letters of Authorisation (LoAs), status of national registries, and alignment with the NDCs and Article 6 guidelines. All insights are continuously updated and directly linked to official national and UNFCCC sources.
Emsurge CEO Melissa Lindsay said that until now, there has been no reliable and accessible way to track Article 6 readiness across countries, meaning buyers and investors have been vulnerable to purchasing credits that can’t later be used as intended – i.e., for compliance markets such as CORSIA. “With the A6 Tracker,” she said, “we’re giving stakeholders a one-stop shop to benchmark readiness and build the confidence needed to scale carbon investments.”
Lindsay said the A6 Tracker is also integrated into the CACE ITMO Auction platform, reinforcing the integrity of every credit auctioned.
